About LUAS
The establishment of the Selangor Water Management Authority (LUAS) started from a Cabinet directive in July 1997 which asked the Ministry of Agriculture, then the Selangor State Government to study the proposal to establish a body to manage rivers and water resources in an integrated manner by taking Sungai Selangor as a pilot project and Sungai “ Thames ”in the United Kingdom as an implementing model.
In this regard, the coordination of roles and jurisdiction between state and federal government agencies has been made to ensure that there is no duplication of functions and responsibilities as well as to smooth the running of this body. Then LUAS was established with the approval of the Selangor State Legislative Assembly which convened on April 9, 1999. The establishment of LUAS is complemented by an enactment, the Selangor Water Management Board Enactment 1999.
LUAS was launched on 18 September 1999, by the then Menteri Besar of Selangor, YAB Dato 'Seri (Dr) Hj. Abu Hassan Bin Hj. Omar who is also the first Chairman of the Board of LUAS. Ir. Hj. Rahmat bin Hj. Mohd Sharif, Deputy Director of the Selangor Irrigation and Drainage Department was appointed as the first Director of LUAS starting on 15 September 1999. LUAS officially started operating on 1 August 2000 with the recruitment of 13 ‘nucleus’ staff.
The LUAS Board of Directors is chaired by the Dato ’Menteri Besar of Selangor. The Honorable Selangor State Secretary as the Deputy Chairman and the Director of LUAS himself as the Secretary. While the other members of the Board consist of State Legal Advisers, State Financial Officers, 3 members of the State Executive Council appointed, Director General of the Department of Irrigation and Drainage Malaysia and 5 people appointed based on their expertise in the field of resource management air.
LUAS is a water resources management agency in the State of Selangor which is also a leading agency and a pioneer in the management of water resources in the state. With the Selangor Water Management Board Enactment 1999, LUAS is equipped with legal and enforcement provisions to carry out its responsibilities and functions effectively.
LUAS is responsible for ensuring that the state's water resources, including river basins, ground and surface water, lakes, ponds and former mines, as well as the Selangor State coastline are always in a protected condition. These functions and responsibilities are implemented by LUAS through the Integrated River Basin Management (IRBM) approach as well as the Integrated Coastal Management (ICM) approach.
To ensure that Water Resources, River Basins, Coastal Waters and the environment are in a preserved and sustainable condition to support the socio -economic development of the State which is always viable.
Perform functions as a planner, implementer, coordinator, facilitator, researcher and enforcer in an effective, systematic and efficient manner in the development and management of water resources.
To create an environment that encourages the participation of the public and private sectors in the management of water resources by taking into account the interests of the public and the State Government as well as instilling public awareness on the importance of conserving water resources.
As a reference source and follow-up model of superior integrated water resource management for states in Malaysia and foreign countries..
Blue
Depicts the color of water that is bluish, syahdu, alive and clean. It is divided into 3 parts of the corrugated strip where the top part depicts terrestrial water bodies consisting of river water, ponds, lakes, dams, and wetlands. The strip section in the middle depicts the body of the earth's water (groundwater), and the part of the strip below depicts the water of coastal waters (coastal waters).
Yellow (above)
